In 1888, the company was chartered by the province of Manitoba, Canada, to build and develop branch lines in the province. It bought out the stock of the Red River Valley Railway and took over five dormant charters, while also constructing a total of 301 miles of line, including terminal and hotel properties in Winnipeg.
